"all you need is your underwear"

I don't remember much about this cartoon. Aired sometime between 1980 and 1994. Don't think its a series. Maybe a holiday special? 

Only remember parts. A little girl who dressed up the family dog then screamed "now all you need is your underwear'. Home was burglarized while family dog left home alone. Had another scene where dog watches food making sucking noises as it falls from can into food bowl.

Does anyone remember this?
