I don't recall an MGM cartoon of that description, but it sounds sort of like one of the '50s Walter Lantzes directed by Tex Avery. The title might have been Shhh! or Quiet Please! I think both of those were used as titles of Lantz cartoons, but am not sure which one it was.
Or maybe I'm completely off-base here. Can anyone help?

I know it's not the same thing, but that sounds a lot like a Chilly Willy cartoon I saw recently. I wonder how many time hibernating bears were the focus of classic cartoons? There could be millions!

Well there was the very first Barney Bear cartoon, which actually was by MGM (tho he wasn't a polar bear).

The cartoon you seek is Avery's "Rock-A-Bye Bear":
• [link:www.youtube.com]
The bear is a standard grizzly rather than a polar bear, but the plot is as you requested with the integral feature of dog "babysitter" included.

Of course! It's all coming back to me.
Thanks for posting this, Ramapith! You know, of course, that if you came around here more often, I wouldn't get stumped so many times.
